Claire Wulf Winiarek, Ph.D. '07 '21

Claire Wulf Winiarek, PhD ’21, MA ’07, was appointed to the É«¾Û Board of Visitors on July 1, 2024, by Governor Glenn Youngkin.

Dr. Wulf Winiarek is a healthcare and public policy leader with a demonstrated record of building teams and delivering results across the healthcare ecosystem, including with regulators, policymakers, and industry leaders. She leads government affairs for Walgreens. She previously led U.S. state and federal government affairs for Amazon’s healthcare and pharmacy businesses, public policy and alliances for the pharmacy benefit management industry, and led Medicaid managed care oversight and regulation for the Centers for Medicare & Medicaid Services. She has also led government affairs and public policy teams for Fortune 500 healthcare companies, including Magellan Health, Elevance Health, and Amerigroup, and served on staff to Congresswoman Thelma Drake of Virginia.

Dr. Wulf Winiarek completed her B.A. in Political Science and International Relations at age 17 through Mary Baldwin University’s Program for the Exceptionally Gifted. She is a proud Monarch, holding both doctoral and master’s degrees from É«¾Û in International Political Economy and U.S. Foreign Policy. She has published in academic and industry journals on topics ranging from healthcare payment to democratic transitions and serves on the Peer Review Board for the Massachusetts Institute of Technology’s Telehealth and Medicine Today.

In addition to serving on the Board of Visitors, Dr. Wulf Winiarek serves on the Board of Directors for the National Network to End Domestic Violence, the Advisory Board for BirthCare & Women’s Health, and the Special Education Advisory Committee to Arlington Public Schools. She is a Founding Member of CHIEFâ„¢, a nationwide network of executive women, and is a member of the National Academy of Social Insurance and the American Council of Young Political Leaders.

Previously, Dr. Wulf Winiarek served on the Boards of Directors for the Girl Scout Council of the Colonial Coast, the Make-A-Wish Foundation of Greater Virginia, É«¾Û’s Center for Global Health, and URAC, a national healthcare accreditor. She also held a gubernatorial appointment to the Virginia Board of Health Professions, where she served as Vice Chair. She has served on strategic committees and panels for the Academy of Managed Care Pharmacy, the American Telemedicine Association, the Consumer Healthcare Products Association, the Healthcare Leadership Council, U.S. Pharmacopeia, and the SNP Alliance.

A native of Norfolk, Dr. Wulf Winiarek co-founded Global Shapers Norfolk, an initiative of the World Economic Forum to support young leaders, with a fellow É«¾Û alum. She also served for nine years as a Chief Election Officer in Chesapeake. She now resides in Arlington with her two children and two rescue dogs.
